The judge failed to comply with the law and maintain professional competence in the law when the judge denied a litigant’s Statement of Inability to Afford Payment of Court Costs without conducting a hearing or issuing a written order listing the reasons for such determination and denied a litigant the right to be heard regarding the denial.
