The judge failed to comply with the law and maintain professional competence in the law, failed to perform judicial duties without bias or prejudice and failed to accord the plaintiff the right to be heard when the judge vacated a judgment, dismissed an eviction case and a perfected appeal based on extraneous information the judge received out of court and after the court’s jurisdiction has expired.
