The judge failed to comply with the law and maintain professional competence in the law when the judge failed to provide a show cause hearing to a defendant prior to issuing a capias pro fine for the defendant’s arrest, dismissed several cases without a motion to dismiss from the city prosecutor and changed citations to warnings without the officer’s permission.
