The judge failed to comply with the law, failed to maintain professional competence in the law, and denied a party’s right to be heard when he failed to timely address the party’s request for a court-appointed attorney. Further, the judge’s practice of encouraging defendants who requested counsel to first negotiate with the prosecution, was clearly inconsistent with the proper performance of his duties, and cast public discredit upon the judiciary and administration of justice.
