The judge failed to comply with the law, failed to maintain professional competence in the law, and improperly failed to recuse himself in two criminal traffic cases he personally witnessed when he: (1) executed probable cause affidavits in both cases, ordered the arrests of both drivers, and magistrated both defendants; and (2) subsequently failed to recuse himself on both cases.
