The judge failed to comply with the law and failed to maintain professional competence in the law when the judge deprived a litigant of his right to a hearing on the Sworn Statement of Inability to Pay and incorrectly advised him that there was "not time for a hearing." Courts have held that denying a party any of his core constitutional rights, such as the right to be heard constitutes egregious legal error.
