The judge failed to follow the law, and/or demonstrated a lack of professional competence in the law when: 1) the judge signed and issued capias pro fine warrants that improperly directed law enforcement officers to incarcerate a defendant rather than directing them to bring the defendant before the court; and 2) the judge charged the defendant with numerous Failure to Appear offenses, assessing additional fines and costs against the defendant in cases that had already been adjudicated.
