The judge failed to comply with the law, demonstrated a lack of professional competence in the law, and failed to accord a litigant the right to be heard when he (1) failed to provide a litigant with notice and an opportunity for a hearing to resolve a speeding citation once that citation was filed with the court, (2) failed to enter a final written judgment assessing a fine and court costs, and (3) allowed the matter to go into warrant status in the absence of the requisites recited above. The judge also failed to comply with the law and demonstrated a lack of professional competence in the law when he assessed post-judgment interest at a rate that exceeded the maximum allowed by law.
