The judge failed to follow the law and demonstrated a lack of professional competence in the law when he reduced defendants' bonds that had been set by other magistrates. The judge reduced the bonds based solely on the oral requests from a defense attorney and/or a defendant's family member. The judge had previously been counseled against this practice by the District Attorney.
