The judge improperly utilized a bailiff to translate for a Spanish-speaking defendant in a traffic case and held the bailiff in contempt when the judge felt he was not translating properly, and failed to perform judicial duties without bias or prejudice when the judge made comments regarding the defendant's inability to speak English, and in so doing failed to treat both the bailiff and defendant with the patience, dignity and courtesy required of a judge for those with whom the judge deals in an official capacity.
