The judge failed to comply with the law, failed to maintain professional competence in the law, and denied an incarcerated pro se litigant her right to be heard in a custody case involving her three daughters when he: (1) failed to consider whether the litigant’s appearance was necessary at the final hearing on the matter; and (2) improperly denied the litigant’s request for a bench warrant on the grounds that she did not also request a hearing on the bench warrant.
