The judge failed to follow the law and failed to maintain professional competence in the law by: 1) issuing a capias pro fine warrant for a truant's arrest for violating the terms of deferred disposition without complying with the procedures set forth in Article 45.051(c-1), (c-2) and (d) of the Texas Code of Criminal Procedure; 2) issuing a capias pro fine warrant for a truant's arrest for an offense committed before the truant's seventeenth birthday without complying with the procedures set for in Articles 45.045 and 45.050 of the Texas Code of Code of Criminal Procedure; and 3) destroying court records in violation of the law.
